What is a CMR consignment note?

A CMR consignment note is the standard transport document for international road freight. It is named after the CMR Convention, which most European countries have signed, and it accompanies the goods from the moment the carrier picks them up until the consignee signs for delivery. It records who is shipping what, from where to where, and who carries it.

In practice, a CMR is a form with 24 numbered boxes. Drivers, forwarders, and warehouse staff all read the same boxes in the same places, which is why the layout matters. This free CMR generator lets you fill the CMR form online and download a standard-layout CMR template as a PDF — no signup, no software to install, and nothing you type is uploaded anywhere.

How to fill a CMR

To create a CMR online, work through the boxes in order. Each number below matches the box number on the form:

  1. Sender — full name and address of the company shipping the goods.
  2. Consignee — who receives the goods, with their full address.
  3. Place of delivery — city and country where the goods are delivered.
  4. Place and date of taking over the goods — where and when the carrier picks up.
  5. Documents attached — invoice, packing list, export declaration, etc.
  6. Marks and numbers — how the packages are labelled.
  7. Number of packages.
  8. Method of packing — pallets, boxes, drums, bags.
  9. Nature of the goods — a plain description of what is being carried.
  10. Statistical number — the commodity (HS) code, if required.
  11. Gross weight in kg.
  12. Volume in m³.
  13. Sender's instructions — customs handling, temperature, do-not-stack, and similar.
  14. Instructions as to payment for carriage — freight prepaid or payable at destination.
  15. Cash on delivery amount, if agreed.
  16. Carrier — name and address of the transport company.
  17. Successive carriers — filled in if another carrier takes over en route.
  18. Carrier's reservations and observations — condition of goods and packaging at pickup.
  19. Special agreements between sender and carrier.
  20. To be paid by — breakdown of charges between sender and consignee.
  21. Established in — the place and date the consignment note was drawn up.
  22. Signature and stamp of the sender.
  23. Signature and stamp of the carrier.
  24. Goods received — the consignee's signature, date, and stamp on delivery.

Once the boxes are filled, download the PDF and print the copies you need — the CMR template PDF prints on plain A4.

Frequently asked questions

Is this CMR generator really free?

Yes. Filling in the form and downloading the CMR PDF is free and always will be. Optional convenience features for people who create CMRs every day are paid, but the core generator has no limits. Free documents include a small quietmill.com credit line in the footer; the data you enter is never watermarked or altered.

Do I need to create an account?

No. There is no signup, no email, no trial. Open the page, fill in the CMR form, and download your PDF.

Where is my data stored?

In your browser, and only there. The PDF is generated on your own device, so nothing you type is sent to our servers — we never see it. If you save parties or templates, they are stored in your browser's local storage.

How many copies of a CMR do I need?

Typically 3–4: one for the sender, one that travels with the goods and is handed to the consignee, one kept by the carrier, and often an extra copy for administration or customs. Print as many copies of the generated PDF as you need.

Is the generated CMR legally valid?

This is a formatting tool: it produces a consignment note in the standard CMR layout from the data you enter. Whether a specific consignment note is valid depends on its contents and your contract of carriage — you are responsible for what you fill in. This is not legal advice.

Quietmill provides formatting tools. This CMR generator lays out the data you enter as a standard consignment note; it does not check or validate the contents, and nothing on this page is legal advice. You are responsible for the accuracy and legal compliance of the documents you create.
